This will ease legislation tied by abstaining members who stall the progress of law.\r\n\r\nArticle I: The Vice President wields the power to break ties within the Council.\r\n\r\n\\- For a simple majority vote, if exactly half of voting members are against the legislation whilst half of voting members in favor of the legislation (abstaining is considered a “non-voting member”), the Vice President shall determine if the legislation passes or fails.\r\n\r\nArticle II: For a supermajority vote (2/3), if Council reaches the exact two-thirds majority mark on legislation that requires a supermajority, such as an amendment, the Vice President may decide whether the legislation reaches the supermajority or just a simple majority, failing the legislation.\r\n\r\n\\- The Vice President shall not vote on impeachment proceedings by Council. \r\n\r\n\\- If there is a clear personal conflict of interest on a legislation, the Vice President may only vote “Abstain.”\r\n\r\n\\- If the Vice President is unable to break the tie, simple majority legislation fails, while supermajority legislation passes.
