{"id":208,"name":"Sunset","summary":"Article 1: Purpose.1.1: This bill is made to give bills an “expiration date” to allow removal of certain laws in the circumstance too long has passed since its creation.1.2: This bill will not ...","raw_contents":"Article 1: Purpose.\r\n\r\n1.1: This bill is made to give bills an “expiration date” to allow removal of certain laws in the circumstance too long has passed since its creation.\r\n\r\n1.2: This bill will not affect bills that were passed before this articles creation.\r\n\r\n1.3: This does not extend to constitutional amendments or under the circumstance there was a unanimous vote. \r\n\r\n1.4: Removes non-essential bills, and allows reconsideration of unimportant bills, while allowing council to have a second look with new members.\r\n\r\nArticle 2: Sunset.\r\n\r\n2.1: Every piece of legislation passed after this bills passing will be given an expiration date.\r\n\r\n2.2: This expiration date will be 6 months.\r\n\r\n2.3: 6 months exactly after a bill passed council shall be given the opportunity to revote on a bill.\r\n\r\n2.4: The bill will repass under the circumstance a ⅔ majority occurs.\r\n\r\n2.5: Once 2.4 occurs the sunset time limit shall recur.\r\n\r\n2.6: To avoid an overworking council, this vote shall last 3 days.\r\n\r\n2.7: 3 days after the date it expired, the Minister of Documentation must issue a public notice and ping council members.  \r\n.  \r\n2.8: If council fails to work within the allowed period the bill shall immediately be considered sunsettled. Yet, this sunsetting may be overturned via Emergency reinstatement.\r\n\r\nArticle 3: Exceptions\r\n\r\n3.1: Any bill passed on or before the day this is passed is ignored (Should be March 20th in a hopeful schedule)\r\n\r\n3.2: The bill of rights cannot be touched.\r\n\r\n3.3: The constitution cannot be touched.\r\n\r\nArticle 4: Notice of expiration.\r\n\r\n4.1: In 10 or less days until a bill will be expired the minister of documentation must post a list stating every bill that will need to be looked at, and what day they are to expire.\r\n\r\nArticle 5: Consent calendar.\r\n\r\n5.1: If multiple bills would expire on the same day council can decide to make 1 total vote to renew bills quickly.\r\n\r\n5.2: 5.1 would work as following. The list would be posted, a council member would state the following “Aye to {X} {X} {X} and {X}, nay to {Y} {Y} and {Y}.”\r\n\r\n5.3: Any council member may object and remove a certain bill from the consent calendar. The bill shall still be voted on, just simply not in this quicker manner.\r\n\r\nArticle 6: Graveyard.\r\n\r\n6.1: All removed bills will be placed into an archive in the official wiki.\r\n\r\n6.2: All bills must be given the “SUNSETTED” category.\r\n\r\n6.3: All bills in that category no longer are valid, and are not valid law. They may still be referenced.\r\n\r\n6.4: This would also introduce a “SUNSETTED” option to the ARPD.\r\n\r\nArticle 7: Emergency reinstatement.\r\n\r\n7.1: In the case of 2.8, if an error occurred, any council member may move for “Emergency reinstatement”\r\n\r\n7.2: A vote will immediately occur, which will occur as a normal sunset vote.\r\n\r\n7.3: If it fails it will receive the “SUNSETTED” tag, if it succeeds it will be become legal once more.\r\n\r\nArticle 8: Unanimous immunity.\r\n\r\n8.1: To elaborate on 1.3, any vote with a 100% pass rate shall be immune from sunsetting.\r\n\r\n8.2: This would also establish a permanent status for the law database.\r\n\r\n8.3: Under the circumstance council size changes to 4 members or below this article shall immediately be considered null and cannot be used until a council of 5 or more members occurs.\r\n\r\n8.4: 8.1 will be considered invalid if less than 5 votes total occurred.\r\n\r\nArticle 9: Executive order.\r\n\r\n9.1: Executive orders don’t hold expiration dates.\r\n\r\n9.2: 9.1 is considered null under the circumstance the executive order requires a certain bill in place to function.\r\n\r\n9.3: A vote for an executive orders expiration cannot occur, yet, if the bill it requires expires then the executive order becomes Null and Void.\r\n\r\nArticle 10: Early sunset.\r\n\r\n10.1: Any citizen can file an early sunset request, yet, only one sunset request is valid every week per user to avoid exhaustion of council.\r\n\r\n10.2: The early sunset request cannot occur within 10 days after release and 10 days before normal expiration.\r\n\r\n10.3: If 3 or more users agree with this sunset request the sunset request will immediately go to council. Falling under the same legislation that would normally occur in the case of normal sunsetting.\r\n\r\n10.4: When a request for early sunset occurs, reasoning for why they want this sunsetting must be provided. Minimum of 2 sentences.\r\n\r\n10.5: A request shall be in the form of an official post, labeled proposition for council.\r\n\r\nArticle 11: Revival bills.\r\n\r\n11.1: No bill that repeats the removed bill identically can be created in the following 14 days after its sunset.\r\n\r\n11.2: A bill may be reintroduced in that 14 day time frame, but it requires change.\r\n\r\n11.3: Change involves the following: Adding an article. Removing an article. Substitution of an article. Or complete change with the same general idea.\r\n\r\n11.4: For 11.3 to take place there must be legal effect on the bill, not simple grammar or formatting change.\r\n\r\n11.5: Complete change meaning changing legal effect.\r\n\r\nArticle 12: Just in case.\r\n\r\n12.1: If a bill would cause complications, and was voted to ““SUNSETTED”” then the “sunset” shall only occur after proper time is given.\r\n\r\n12.2: Proper time is 14 days.\r\n\r\n12.3: As 12.1 is difficult for enforcement, any council member, president, minister, or justice may declare a removal would cause complications. This must be approved by a council vote.\r\n\r\nArticle 13: Precedents\r\n\r\n13.1: All previous rulings remain valid, but may only be used as persuasive and not binding precedent.
