Adding the following:\r\n\r\n2.3: An exception to Article 2.1 may occur under the following circumstances: No other possible candidates exist, an emergency state based upon low population occurs, the population of registered citizens under the Census is under 20, or if a user seeks immunity from 2.1. This must be asked for and approved before the 20th of each month; failure to propose it in a timely manner shall lead to disqualification for immunity by the user.\r\n\r\n2.4: A user may be granted immunity by requesting council; council must grant them a 50%+1 vote to immunity.
