The Vice President cannot abstain in such a case.\r\n\r\nArticle 2: The legislature cannot nominate, endorse, or select members of the judiciary after the passing of this act.\r\n\r\nArticle 2.1: The president cannot nominate, endorse, or select members of the judiciary, but can veto their selection.
