In order to introduce a structured yet accountab...","raw_contents":"Introduction \r\n\r\nThe Constitution presently provides only limited avenues for mercy through the judiciary resulting in a rigid sentencing framework. In order to introduce a structured yet accountable mechanism for mercy, this act vests the President with the power to grant pardons and reduce sentences subject to defined safeguards. At the same time, it preserves the supremacy of the judiciary in matters of the gravest punishments.\r\n\r\nArticle I\r\n\r\nThe President shall be vested with the authority to grant pardons or reduce punishments imposed under the laws of Teen Government.\r\n\r\nArticle II\r\n\r\nThe President may:\r\n\r\ni) Grant a full pardon for one or more offenses\r\n\r\nii) Issue partial pardons for specific convictions\r\n\r\niii) Reduce the duration or severity of a sentence\r\n\r\nArticle III\r\n\r\nEvery presidential pardon issued must have the approval of:\r\n\r\ni) The President\r\n\r\nii) The Vice President\r\n\r\niii) The Ombudsman\r\n\r\nArticle IV\r\n\r\nAll pardons shall be:\r\n\r\ni) Publicly stated by a post from the President \r\n\r\nii) Contain a statement of reasons\r\n\r\niii) Clearly specify the convictions and punishments affected\r\n\r\nArticle V\r\n\r\nWhile the power of pardon is plenary in nature, it shall remain subject to limited judicial review in exceptional circumstances.\r\n\r\nA pardon may be set aside by the Court only where it is demonstrated that the decision (not limited to):\r\n\r\ni) was exercised in a mala fide manner (bad faith or motive)\r\n\r\nii) was arbitrary in nature\r\n\r\niii) was based on  political favoritism\r\n\r\nArticle VI\r\n\r\nThe President shall have no authority whatsoever to pardon or reduce any sentence of Digital Capital Punishment.\r\n\r\nIn such cases, only the judiciary may grant clemency.\r\n\r\nArticle VII\r\n\r\nThe President shall have no authority to grant a pardon to themselves.\r\n\r\nEdits\r\n\r\nAdded article VII","proposer":"Zeedith","isPassed":0,"isConsidered":0,"isEnforced":0,"notes":"","isRepealed":0,"created_at":"2026-05-10 18:39:06","curratedText":"","isRejected":null,"isUnsure":null,"ogUrl":"https://www.reddit.com/r/TeenGovernment/comments/1t8ikhh/the_presidential_pardon_act","ogUser":"SrijitDas2010","apUrl":"NO-SOURCE-TRANSPARENCY-POST-BLACKOUT","apUser":"","status":"Passed","ogCreatedUtc":1778356823,"billIdentifier":"20260509-7"}
