B) In the case of a tie, both members must make their case to the Governor, who will then make a vote afterwards.\r\n\r\n\r\n\r\n3. This council will be similar to that of the Federal Council, but will only be vote and pass legislature proposed to Overton alone. (Sections 1 and 4)  \r\n\r\nFor example, the “Overton Seal Act” would have fallen under the authority of the Overton Council, or the creation of a minerals map of Overton or a new flag would also fall under the authority of the Overton Council. Any drastic changes such as altering the physical shape of Overton on the map would be decided by the Federal Council.   \r\n\r\n3. B) Both the federal court and the federal council have the authority to overrule decisions made by the Overton council. They may overrule it by simple majority vote, and should inform the Governor within a 24 hour time frame.\r\n\r\n\r\n\r\n4. Any legislation created meant to be voted on by the Overton Council should be flaired “Overton Council” and marked in the title with \\[CV\\] (council vote)\r\n\r\n\r\n\r\n5. Candidates for the Overton Council must be a citizen of Overton. Announcing your candidacy should be flaired “Overton Council” and if not stated beforehand in the title, marked with \\[CA\\] (Candidacy announcement)\r\n\r\n\r\n\r\n6.
