I think this is way too easy and slightly defeats the point of the President's ability to VETO. I propose it is changed to an 80% majority, rounded to the nearest integer. So for our current council size we'd need 6/7 (7 \\* 0.8 = 5.6 ≈ 6) and for a council of 9 we'd need 7/9 (9 \\* 0.8 = 7.2 ≈ 7).
