Including (but not limited to):\r\n\r\n\r\n\r\n* (s.1) Both Shrimp and srijit's concerns about the The Minister of Census Responsibility Amendment possibly being voided by section 1.\r\n\r\n* (s.2) Fixed srijit's concerns about Section 2 Article 3 being too vague/unclear.\r\n\r\n\r\n\r\nThe following concerns were *not* fixed as they were and still are intended features of the amendment:\r\n\r\n\r\n\r\n* (s.3) Srijit's concern that \"This proposal allows people to remain registered for up to two months without completing a census.\". This is an intended behavior of the amendment to make it so simply forgetting to fill out the census once or twice doesn't suddenly strip you of your rights as a registered citizen and also allows citizens to not have to fill out the census every since month if they so choose.\r\n\r\n* (s.4) Srijit's concern Article 1 of Section 3 allows someone to request a citizen ID outside of a census and become a registered citizen in such. This is also intended behavior so new users do not have to wait for the month census as that is a large turn-off for people looking to join TG and just a straight up inconvenience. It's not an issue, if the old system doesn't work there's no reason to keep it around.\r\n\r\n* (s.5) Srijit's concern that the census assistant position to continue existing. While I agree that the role should be abolished as it's not exactly needed such an action seems like it would be controversial and make it less likely for this proposition to pass.\r\n\r\n* (s.6) Srijit's concern of the section 7 privacy clause not needing to exist. This is directly contradictory to compromises made. It is already a compromise that it's not limited to the list of officials in the privacy clause by default. There's no reason to remove a privacy option that many people (including me) will use.\r\n\r\n* (s.7) Srijit's opposition to article 11 stating that \" If someone chooses to participate in the map by selecting a province, city or town, then they should be expected to vote in that. Local elections are part of the purpose of the maps.\". Requiring citizens to vote is directly contradictory to the idea of freedom. The citizens have the right to vote and the right to free speech, along with that naturally comes the right to note vote if the citizen chooses so.\r\n\r\n* (s.8) Srijit's concern upon the entire document that the map census should be integrated into the census and be required to be in such. Aforementioned idea that it should be required draws explicit contradiction to the whole idea that the economy, in whole, or in party shall always remain entirely optional and opt-in. \r\n\r\n\r\n\r\n---\r\n\r\n\r\n\r\nSection 1: Voiding and Removing conflicts\r\n\r\n\r\n\r\nArticle 1: Any pieces of legislation of any form dealing in their entirety with the census, voter codes, or Citizen IDs are to be voided.\r\n\r\n\r\n\r\nArticle 2: Any clauses of any legislation that conflict in any way with this amendment are to be voided.\r\n\r\n\r\n\r\nArticle 3: Neither of the articles prior to this in this proposition shall be seen to overturn or overrule legislation that uses the census or citizen IDs. Only those that outline or otherwise change or create in any way the process of The census, voter codes, or citizen IDs.\r\n\r\n\r\n\r\nArticle 4: The Minister of Census Responsibility Amendment and any other legislation preserving mechanisms around the census by-way of informing the public about the census along with any other forms of census reminders shall be expressly, explicitly not repealed by this section.\r\n\r\n\r\n\r\nSection 2: Census\r\n\r\n\r\n\r\nArticle 1: The census is to be held by the census minister monthly.\r\n\r\n\r\n\r\nArticle 2: The following questions shall be on the census:\r\n\r\n\r\n\r\n* (i) What is your Reddit username (Optional, but one of (i) or (ii) must be filled out for the submission to be valid)\r\n\r\n* (ii) What is your Discord username (Optional, but one of (i) or (ii) must be filled out for the submission to be valid)\r\n\r\n* (iii) What is your party? (Always with the option of 'unaffiliated')\r\n\r\n* (iv) If you do not have a citizen ID would you like one to be issued to you? (Optional with the options: Yes, Yes, with additional privacy, and No.)\r\n\r\n\r\n\r\n\r\n\r\nArticle 3: Additional questions may be added so long as said questions are entirely optional and there is no punishment what-so-ever for not answering them either by:\r\n\r\n\r\n\r\n* (a) Legislation passed by council\r\n\r\n* (b) The census minister expressly purposefully adding their own questions to the census (such as additional demographic questions, though not limited to).\r\n\r\n\r\n\r\nSection 3: Citizen IDs\r\n\r\n\r\n\r\nArticle 1: A citizen ID may be obtained by any citizen via any of the following methods:\r\n\r\n\r\n\r\n* (i) Via a request put in on the census of question (iv)\r\n\r\n* (ii) Via a direct DM or public request for one to an official allowed to issue IDs.\r\n\r\n* (iii) By a redistribution done by the pursuant authorities after voter fraud takes place.\r\n\r\n* (iv) If they previously had a voter code one will be given to them.\r\n\r\n\r\n\r\n\r\n\r\nArticle 2: Any citizen with a citizen ID is to be considered a registered citizen. A citizen ID is to be revoked and the person no longer considered a registered citizen if they do not fill out the census for two consecutive months.\r\n\r\n\r\n\r\nArticle 3: Any previous clauses of any legislation that in any way depend upon voter codes shall now depend upon Citizen IDs.\r\n\r\n\r\n\r\nArticle 4: A citizen ID is a unique pseudo-random alphanumeric 6 character code used for Identification of citizens along with being used to verify votes in various contexts. Other purposes may be used, but no non-constitutional legislation may allow more officials access to citizen IDs.\r\n\r\n\r\n\r\nArticle 5: In the situation it is more likely than not voter fraud has occurred IDs may be redistributed. \r\n\r\n\r\n\r\nArticle 6: Only the following positions may ever have access to Citizen IDs:\r\n\r\n\r\n\r\n* (i) Election minister\r\n\r\n* (ii) Referendum minister\r\n\r\n* (iii) An Admin of the SMP for the purposes of verification on the TeenGovernment website.\r\n\r\n* (iv) The census minister\r\n\r\n* (v) The census assistant\r\n\r\n* (vi)  The ombudsman when pursuant to investigations.\r\n\r\n* (vii) The acting election minister\r\n\r\n* (viii) The acting Referendum minister\r\n\r\n* (ix) The acting census minister\r\n\r\n\r\n\r\nArticle 7: Privacy opt-in\r\n\r\n\r\n\r\n* (a) If a citizen of any type requests so either via the census question or via contacting an official when requesting an ID they may request additional privacy.\r\n\r\n* (b) If a citizen opts into additional privacy their ID must me stored in a separate spreadsheet than the rest of the IDs to which only the following have access:\r\n\r\n   * (i) Election minister\r\n\r\n   * (ii) Referendum minister\r\n\r\n   * (iii) A single SMP admin for entering the codes into the TeenGovernment website.\r\n\r\n   * (iv) The ombudsman when pursuant to investigations.\r\n\r\n* (c) Only the officials stated in (b) may distribute IDs to individuals who have requested additional privacy.\r\n\r\n\r\n\r\nArticle 8: A citizen may request they be reissued a new ID once a month at any time if they so decide.\r\n\r\n\r\n\r\nArticle 9: Citizen IDs shall be kept in a spreadsheet where only the officials designated to have access shall have access.\r\n\r\n    \r\n\r\n\r\n\r\nArticle 10: The following officials may ever distribute IDs:\r\n\r\n\r\n\r\n* (i) Election minister\r\n\r\n* (ii) Referendum minister\r\n\r\n* (iii) The census minister\r\n\r\n* (iv) The census assistant\r\n\r\n* (v) The acting census minister\r\n\r\n\r\n\r\n\r\n\r\nArticle 11: Citizens may opt-in to more officials having access to their IDs for the purposes of (for example and not limited to) gubernatorial elections. And these IDs may be required to participate in local elections. However a citizen must choose to take part in local elections and shan't be forced to nor shall they be forced to overturn their ID to any official not listed in this document.\r\n\r\n\r\n\r\nArticle 12: Having an active citizen ID shall grant it's holder all the rights that would've been previously given by 'filling in' or 'being counted by' the census. Expressly including but not limited to the right to vote and run for office.\r\n\r\n\r\n\r\nSection 4: Enactment\r\n\r\n\r\n\r\nArticle 1: This amendment shall immediately amend the constitution upon passing.\r\n\r\n\r\n\r\nArticle 2: Until a decent amount of citizens as determined by a minister in charge of a process have received Citizen IDs processes shall be allowed to use the previous voter code system.
