{"id":96,"name":"Unique Bill Identifier bill (v1)","summary":"Creates unique bill identifiers for every bill.","raw_contents":"**§1 Purpose**\r\nThe purpose of this bill is to establish a standardized system for assigning identifiers to bills and facilitating consistent voting procedures.\r\n\r\n**§2 Definitions**\r\nFor the purposes of this bill:\r\n\r\n* **Bill:** Any proposed legislation submitted for consideration.\r\n* **Unique Bill Identifier (Bill ID):** A distinct identifier assigned to each bill upon proposition.\r\n\r\n**§3 Bill Identification**\r\n\r\n**§3.1 Assignment of Bill ID**\r\nAll bills must be assigned a Unique Bill Identifier at the time of proposition.\r\n\r\n**§3.2 Re-proposed or Amended Bills**\r\nIf a bill is re-proposed, amended, or otherwise substantively modified, a new Unique Bill Identifier must be assigned.\r\n\r\n**§3.3 Format of Bill ID**\r\nBill Identifiers must follow the format: `yyyy-mm-dd-x`, where:\r\n\r\n* `yyyy` represents the year of proposition (UTC).\r\n* `mm` represents the month of proposition (UTC).\r\n* `dd` represents the day of proposition (UTC).\r\n* `x` represents a sequential number starting at `0`, incremented for each bill proposed on the same day.\r\n\r\n**§3.4 Inclusion of Bill ID in Propositions**\r\nAll new bill propositions must include the assigned Bill ID either in the title or in the body of the proposition.\r\n\r\n* If a Bill ID is omitted at the time of submission, the proposer may:\r\n\r\n  1. Post the Bill ID in the comments; or\r\n  2.
